I think the author, Rachel Bauman, is, or at least was, a naive Russophile and Russian-speaker, with an M.A. in government policy, who bought the state narrative being spun about the Russian government’s innocence in the matter. Judging from her articles and Tweets, however, she’s a lot less naive about Putin and Russia now than she was in 2016, when she wrote this.
